The Divine Inspiration should be used with caution. The best practice is to wait until you have ascend all your cities to their maximum level of ascension before upgrading any building above level 9. If you don't wait to use them you will lose the fullest potential of them. DI is also use to build some level 10 buildings to Level 11.
